
Phoebe Lin
Phoebe Lin completed her PhD in Human Development and Social Policy from Northwestern University. Her research focuses on social welfare provision and emergent citizenship practices in immigrant and low-income communities.
Phoebe is a mixed-methods and interdisciplinary scholar who engages local communities in policy design and planning processes. Her current research is an ethnographic exploration of how immigrants construct citizenship and community at the neighborhood level and in contexts of precarity. As a Postdoctoral Scholar at the Possibility Lab, Phoebe is excited to co-design programs and policies with communities to support collective well-being and public participation.
Phoebe has eight years of experience collaborating with state and local governments. Most recently, Phoebe worked with the City of Evanston, IL to study the impact of the Evanston guaranteed income program through a mixed-methods evaluation. The study included a longitudinal survey, in-depth interviews of participant experiences, and a process evaluation. Prior to graduate school, Phoebe was a Project Associate and Research Manager at the University of Chicago Urban Labs, where she collaborated with the City of Chicago and State of Illinois to evaluate programs and policies in education, trauma-informed counseling, and juvenile justice.
